In a dispute concerning allegations of doping made against plaintiff track and field athlete, defendants have not "refused to arbitrate" under the agreement, where they are willing to proceed only under procedures directed by the AAA supplemental procedures, rather than AAA commercial rules, as plaintiff requests.
