Plaintiff lacked standing to seek an injunction preventing strip searches of misdemeanor admittees to a correctional center absent individualized suspicion that they are concealing weapons or contraband. Plaintiff has not established the likelihood of a future encounter with the police likely to result in a subsequent unconstitutional strip search.
