FORD v. MCGINNIS, 02-0205

District court must determine whether the denial of the Eid ul Fitr feast to a practicing Muslim prisoner was reasonably related to a legitimate penological interest. If necessary, the court should then consider whether the defendants nevertheless could have reasonably believed their conduct to be justified by a legitimate penological interest, and thus are entitled to qualified immunity.
