BENJAMIN v. FRASER, 01-7533, 01-7876

In an appeal concerning the effect of the Prison Litigation Reform Act of 1995 on consent decrees settling class actions brought by pretrial detainees, challenging conditions of confinement at city jails, specific findings regarding 1) bed-spacing, 2) lighting requirements, and 3) the constitutional adequacy of food-service areas, are vacated.
