Due to an absence of New York case law regarding the question of whether punitive damages against a municipality are available under the York City Human Rights Law (NYCHRL), the following question is certified to the New York Court of Appeals: Can a person claiming gender-based employment discrimination recover punitive damages from the City of New York under section 8-502(a) of the New York City Human Rights Law, N.Y.C. Admin. Code section 8-502(a)?
