CENT. VERMONT PUB. SERV. CORP. v. HERBERT, 02-5060

The district court's denial of plaintiff's Rule 60(b)(4) motion, which sought relief from a bankruptcy court order permanently enjoining it from pursuing civil claims against defendants, is affirmed where the bankruptcy court at least had an arguable basis for exercising its jurisdiction.
