Collateral estoppel does not bar relitigation of a bankruptcy court's determination that plaintiffs had lost their right of redemption before they retained defendant attorney. Questions regarding the Onondaga County Tax Act are certified to the New York Court of Appeals: 1) when the right of redemption expires, 2) who constitutes an occupant.
