Appellant violated the Rivers and Harbors Appropriation Act of 1899 by adding two floats to his dock in a navigable New York canal, without a permit from the U.S. Army Corps of Engineers; the Army Corps did not delegate its permitting authority to the New York State Department of Environmental Conservation.
