In action under 42 U.S.C. sections 1981 and 1983 by mother on behalf of herself and her minor daughter for constitutional violations in removing daughter from mother's custody for over two years, court made numerous findings on the viability of plaintiffs' claims after application of the Rooker-Feldman doctrine.
