Because plaintiff first filed claims formally with the Merit Systems Protection Board, and then abandoned his complaint in that forum, dismissal based on plaintiff's failure to exhaust administrative remedies on discriminatory and retaliatory removal claims, and for other flaws in his discriminatory investigation claim, reasonable accommodation claim, and denial of performance rating claim, affirmed.
