Where an alleged violation of the Federal Communications Act, 47 U.S.C. section 605(a), arises from the use of a cable-signal descrambling device, a violation occurs each time a device is purchased and installed, and, in the absence of proof of actual damages, those liable are adjudged jointly and severally liable for one award of statutory damages.
