ABRAMSON v. PATAKI, 00-9348

Where a memorandum of understanding (MOU) between a number of unions and a State convention center did not guarantee employment or limit the center-s right to terminate individual employees, but simply outlined "certain understandings" between the unions and the center, the MOU did not constitute the sort of guarantee of employment that rose to the level of a protected property right.
