The "non-discretionary torts" exception to the Foreign Sovereignty Immunities Act, 28 USC 1605(a)(5), does not apply to a claim that a government breached a duty of a landowner to maintain its premises in a reasonably safe condition by merely hiring a contractor to fix the premises.
