WHITFIELD v. SCULLY, 98-2933

28 USC 1915(b)(2), which limits costs to prisoners who file losing lawsuits to 20 percent of their earnings, generally requires sequential collection for multiple suits at a constant rate of 20 percent of monthly receipts to the prisoner's account.
