Evidence of arrangements that father and foreign authorities would be willing to facilitate childrens' repatriation is insufficient to overcome uncontroverted evidence that repatriation under any circumstances would subject them to post-traumatic stress disorder under Article 13(b) of the Hague Convention on the Civil Aspects of International Child Abduction.
