Ortiz Rivera v. US, 16-2278

Vacating and remanding the district court's dismissal of the Federal Tort Claims Act suit for the wrongful death alleging that Immigration and Customs Enforcement negligently shot a man because the notice sent to the Federal Bureau of Investigation and later forwarded to ICE arrived at the agency on the last day of the period, but wasn't accepted until after the period lapsed. On remand the court needed to determine whether this satisfied the law's requirements.
