Reversing the District Court's ruling that the Maine Civil Rights Act, prohibiting persons from making noise that can be heard within a building following a law enforcement order to cease that is made with the intent to jeopardize the health of persons receiving health services in a building, was a violation of abortion protesters' First Amendment rights because the law does not regulate the content of the speech.
