Murillo-Robles v. Lynch, 15-2568

In a petition for review of the Board of Immigration Appeals' (BIA) judgment, arising out out of an in absentia removal order against a youthful Peruvian alien who was ill-served by two lawyers, the petition is granted where the BIA abused its discretion when it found that the circumstances attendant to entry of the removal order were not exceptional.
