In an action brought under 42 U.S.C. section 1983, alleging violations of the First, Fourth, and Fourteenth Amendments as well as several commonwealth laws when the Puerto Rico Treasury Department seized plaintiffs' "adult entertainment machines," the district court's grant of summary judgment on the federal claims and dismissal of the commonwealth claims without prejudice is: 1) vacated in part as to the search-and-Seizure and local-law claims; and 2) affirmed in all other respects.
