Perez v. Holder, 13-2223

A petition for review of an order of the Board of Immigration Appeals (BIA) denying petitioner's motion for reconsideration is granted and remanded for further proceedings, where: 1) the government concedes that both the BIA and the Immigration Judge mistakenly concluded that petitioner could have continued his social activism provided he paid extortion money to the gang members; and 2) it is for the BIA to address the effects of this error in the first instance.
