Summary judgment for defendants in an action filed by plaintiff-newspaper pursuant to the Freedom of Information Act (FOIA) to compel disclosure of the names of six aliens who had prior criminal convictions or arrests, who were arrested by defendants, is reversed in part, where: 1) the public interest in disclosure outweighs the arrestees' privacy interests; and therefore, 2) the withheld information that is subject to this appeal is not exempt from disclosure.
