Dismissal of plaintiff's petition for declaratory relief regarding the preclusive effect of a prior arbitration between defendant and another party is affirmed, where, when an arbitration decision is confirmed by a federal court order, the preclusive effect of that decision on a subsequent arbitration is a matter for the arbitrator to decide.
