Summary judgment in favor of defendant Northern Maine Development Commission, Inc. on plaintiff's claim that defendant' failure to hire her when it became the fiscal agent for the Workforce Investment Act grant constituted whistleblower retaliation under the Maine Whistleblowers' Protection Act (MWPA), is affirmed, where the district court properly concluded that, on the undisputed facts, plaintiff is not a whistleblower under the MWPA.
