Fulwood v. Federal Republic of Germany, 12-2143
Dismissal of plaintiff's suits attempting to collect payment on old German Agra Bonds issued in 1928, is affirmed, where: 1) under a 1953 treaty, the courts of the United States could be used for enforcement of such bonds only under certain conditions, requiring prior use of enumerated validation procedures; and 2) the district court correctly concluded that plaintiff failed to meet those conditions.
