Costa v. Holder, 12-1485
Petition for review of the Board of Immigration Appeals' (BIA) order affirming petitioner's removal to Brazil is denied, where: 1) substantial evidence supports the BIA's and IJ's finding that petitioner faces a risk of harm from an individual and his family arising solely out of a personal dispute because petitioner worked with immigration officials to arrest the individual's sister; and 2) there is no basis to overturn the BIA's decision that the evidence was insufficient to establish that it was more likely than not that petitioner faced torture by a state actor acting in his official capacity.
