National Association of Tobacco Outlets v. City of Providence, 13-1053
In a challenge to defendant-city's two ordinances, which prohibit retailers from reducing prices on tobacco products by means of coupons or discounts, and restricts the sales of certain flavored tobacco products other than cigarettes, the district court properly found that the ordinances were neither preempted nor otherwise invalid.
