Municipality of Mayaguez v. Corporacion Para El Desarrollo, 11-2241

In an action in which plaintiff alleges that alleging that defendant's failure to comply with several regulations issued by the Department of Housing and Urban Development (HUD) amounted to a breach of parties' contract under the laws of Puerto Rico, judgment dismissing plaintiff's claim on the merits is vacated and remanded, where plaintiff's commonwealth law claim does not "arise under" federal law within the meaning of 28 U.S.C. section 1331, and as such does not warrant federal jurisdiction.
