Zhao-Cheng v. Holder, 12-2335
Petition for review of an order from the Board of Immigration Appeals (BIA) denying petitioner's motion to reopen his proceedings is denied, where: 1) the BIA did not abuse its discretion in determining that petitioner failed to demonstrate changed country circumstances; and thus, 2) it was not an abuse of discretion for the BIA to deny his motion to reopen.
