Camara v. Holder, 12-2294
Petition for review of a decision by the Board of Immigration Appeals (BIA), denying petitioner's application for withholding of removal and protection under the Convention Against Torture, is denied, where: 1) substantial evidence supports the finding that it would be reasonable for him to relocate internally, away from his family and home village in Guinea, to avoid any personal injury to his daughters due to the practice of female genital mutilation; and 2) petitioner's theory of "direct" persecution of him based on the possible risk to his daughters has been foreclosed by the BIA, in a reasonable interpretation of the statute, and by circuit precedent.
