Dismissal of complaint alleging political discrimination following regime change is: 1) reversed in part and remanded, where the factual allegations in the plaintiffs' complaint, taken as true, state plausible section 1983 claims for political discrimination with respect to defendants Molina and Ríos, and the pendent claims against Molina and Ríos must be reinstated; but 2) affirmed in part, as to all claims asserted against the unidentified defendants.
