Judgment dismissing father's petition for the return of his child under the Hague Convention on the Civil Aspects of Child Abduction is reversed and remanded, where: 1) father's marriage to wife legitimated child under Puerto Rico law, and as a result, father has "parental responsibility" for child under United Kingdom law, which means that he has "rights of custody" under the Hague Convention; and 2) the Hague Convention deprived the district court of authority to impose a bond on father.
