United States First Circuit
Khattak v. Holder, 12-1144
Petition for review Board of Immigration Appeals' denial of petitioners' application for asylum is granted, the BIA order is vacated and the case is remanded, where: 1) a reversal is not appropriate where the evidence at least admits the possibility of a conclusion in accord with the BIA's; however, 2) remand is appropriate where neither the IJ or the BIA has presented a reasoned analysis of the evidence as a whole.
