Newton v. Lepage, 12-1472

In plaintiffs' suit against the governor of Maine and others, challenging the removal of a mural from its location on the walls of a waiting room at the Maine Department of Labor, district court's judgment in favor of the defendants on plaintiffs' claims of First Amendment violation is affirmed where: 1) there is no violation of the First Amendment in removing the mural from one location to another; and 2) there is no First Amendment violation from the fact that a newly elected administration chooses to convey a different message than that conveyed by the former administration.
