Gonzalez-Cancel v. Partido Nuevo Progresista, 12-1243

In a suit against the Puerto Rico's Election Commission challenging its decision that plaintiff was not qualified to run for Governor of Puerto Rico in the 2012 general election, the district court's dismissal of the complaint for lack of jurisdiction is affirmed where the plaintiff was aware of, but failed to fully use, an adequate state administrative or judicial process to address a local election dispute, and as such, a claim that the election process created a fundamental unfairness to warrant federal intervention cannot survive.
