San Geronimo Caribe Project, Inc. v. Acevedo-Vila, 09-2566

In plaintiff's suit against the Governor of Puerto Rico and other government officials, claiming that the Regulations and Permits Administration (ARPE) violated the Due Process Clause of the Fourteenth Amendment by failing to hold a predeprivation hearing before temporarily suspending construction permits, dismissal of the federal claim is affirmed, as the mistake made by ARPE fits within the "random and unauthorized" prong of the Paratt-Hudson doctrine and Zinermon v. Burch does not apply.
