A petition for review of a BIA order denying relief from removal is denied, where: 1) the BIA supportably concluded that the petitioner neither experienced past persecution nor entertained a well-founded fear of future persecution, so his asylum claim failed; 2) the BIA did not err in rejecting the petitioner's counterpart claim for withholding of removal; and 3) the petitioner's claim for Convention Against Torture protection was waived for lack of development.
