Soto-Padro v. Public Buildings Authority, 10-2413

In a suit under 42 USC section 1983 by a former field operations supervisor for Puerto Rico's Public Buildings Authority, summary judgment against the plaintiff on all claims is affirmed, where: 1) the defendants sufficiently established a Mt. Healthy defense to the plaintiff's political-discrimination claim, since the record showed that the defendants would have reclassified the plaintiff's position regardless of his political affiliation; and 2) claims for violation of substantive and procedural due-process rights could not succeed because the plaintiff did not have a protectable property interest in his old function or pay scale.
