Costa v. Hall, 11-1025

A petition for habeas relief is denied, where: 1) the prisoner procedurally defaulted his ineffective assistance of counsel claims in state court; and 2) the prisoner did not demonstrate either good cause for or prejudice from the default, and could not rely on the alleged ineffectiveness of counsel as the cause of that procedural default.
