Garcia-Rubiera v. Fortuno, 10-2507
In a constitutional challenge to Puerto Rico's compulsory auto insurance scheme, judgment of the district court is affirmed where plaintiffs' substantive due process, procedural due process, and takings claims fail, but reversed because the Commonwealth's reimbursement scheme violates the notice requirements of the Due Process Clause.
