In an appeal from a judgment of the district court concerning the intercarrier compensation due under an interconnection agreement, judgment is: 1) reversed in part where the court erred in granting summary judgment on an administrative finding that an ISP Remand Order Compensation Regime triggered agreement's change-of-law provision; and 2) affirmed in part where it correctly granted of summary judgment in favor of defendant regarding claims for the recoupment of certain transit traffic charges allegedly billed in excess.
