Sentencing of defendant on a reduced mandatory minimum pursuant to the Fair Sentencing Act of 2010 (Statute) for drug-related offenses is affirmed where because Statute is silent on retroactive application, a federal savings statute, 1 U.S.C. section 109, applies to make defendant liable to the mandatory minimums.
