In a dispute arising from the refusal of defendant to reappoint plaintiff to a public commission after the plaintiff publicly criticized policies of the defendant, summary judgment dismissing action is affirmed, because on balance, the interests of the plaintiff in commenting upon matters of public concern is outweighed by the interest of the defendant where public criticism openly undermined the effective implementation of public policy choices of defendant.
