In a case interpreting an administrative decision made under the Health Care Quality Improvement Act, the district court's upholding of the underlying administrative construction of "investigation" as being open until "a health care entity makes a final decision or formally closes the probe, even if the entity is no longer gathering facts but is merely deliberating about what course of action it should follow" is affirmed where the agency "consulted appropriate sources, employed sensible heuristic tools, and adequately substantiated its ultimate conclusion."
