In an immigration case involving claims of asylum and claims of Convention Against Torture violations, petition for review of the decision of the Board of Immigration Appeals is denied where: 1) petitioners' alleged incidents of past harassment did not rise to the level of persecution which would make them eligible for asylum; 2) ineligible for asylum, petitioners could not meet the higher standard for withholding from removal; and 3) petitioners' CAT claim included no evidence of threat of torture.
