Dismissal of plaintiff-inmate's civil rights complaint for failure to effect timely service of process is vacated and remanded where a plaintiff proceeding in forma pauperis shows good cause for failing to effect service when either the district court or the United States Marshals Service fails to fulfill its obligations under 28 U.S.C. section 1915(d) and Fed. R. Civ. P. 4(c)(3).
