In a case in which the federal district court reopened a consent decree and then required certain steps as to the residents of development center for the mentally retarded, decision is reversed and court is directed to dismiss plaintiff's claims with prejudice where: 1) the district court lacked authority to reopen the consent decree in this case; and 2) district court lacked jurisdiction on that or any other basis to reopen and to enter the orders it did.
