Richmond v. New Hampshire Supreme Court Comm. of Prof'l Conduct, 072671
In an action for costs following attorney-appellant's disbarment for violating provisions of state rules of professional conduct, decision finding cost assessments were non-dischargeable debts in light of Chapter 7 bankruptcy filing, is affirmed where: 1) cost assessments were sanctions; and 2) their primary purpose was to deter attorney misconduct protect public faith in the judicial system.
