Petition to review decision denying application for asylum, withholding of removal, and relief under the Convention Against Torture (CAT) is denied where: 1) substantial evidence supports the Board of Immigration Appeals' (BIA) conclusion that petitioner was not targeted on account of one of the protected statutory grounds; 2) petitioner did not establish a well-founded fear of future persecution, and 3) the BIA did not err in rejecting petitioner's asylum claim and denying his petition for judicial review.
