Richmond v. New Hampshire Supreme Court Comm. On Prof'l Conduct, 07-2671

In a bankruptcy case involving underlying attorney disciplinary proceedings, a finding that an order to pay the costs of bringing disciplinary proceedings cannot be discharged in Chapter 7 bankruptcy is affirmed where the award of costs was discretionary and was a penalty within 11 U.S.C. section 523(a)(7).
