United States First Circuit

In a challenge to revocation of plaintiffs' insurance licenses and imposition of a fine, denial of defendants' motion for summary judgment is affirmed where defendants waived a qualified immunity claim in relation to plaintiffs' First Amendment claims, and did not have qualified immunity against plaintiffs' due process claims. Defendants' appeal of the court's denial of their motion to vacate the summary judgment order is dismissed for lack of jurisdiction where the court may only hear appeals taken from final judgments.
